Dear Independence Local Schools Community,
I hope this message finds you well. I am writing to share important information about proposed state legislation—House Bill 96—and the potential impact it could have on our school district, our students, and our community at large.
As detailed in this fact sheet, several provisions in HB 96 present significant challenges to the long-term financial health and stability of Independence Local Schools. These include a cap on district cash reserves, elimination of the Fair School Funding Plan, expanded public funding for private education, and proposed changes to property tax structures. Collectively, these measures threaten to undermine decades of responsible financial planning, diminish local control, and increase the likelihood that new operating levies will be needed more frequently.
Our district has always prioritized strategic stewardship—balancing academic excellence with sound fiscal management. Since the passage of our emergency levy in 2011, we have maintained this balance while navigating rising costs and evolving educational needs. We have done so with the support of a community that values high-quality public education and expects prudent use of its tax dollars.
Now, more than ever, we need your voice. HB 96, in its current form, could erode our ability to make locally driven decisions that best reflect the needs and values of our community. I urge you to review the fact sheet and contact your elected officials to share your concerns. Our students deserve a fair and adequately funded education, and your advocacy can help ensure that remains a reality.
